Mikhaylov is a construction foreman from the Soviet period of stagnation, remembered in connection with a high-rise building project. His brief mention centers on the theft of concrete from the site, making him a small but telling figure in the story’s portrait of everyday corruption. The text offers no fuller account of his life or personal relationships.
