Mr. Oblansk, also known as Obalonsk, is the Bulgarian Minister of Magic, a visitor whose splendid black velvet robes are trimmed with gold. He initially seems not to understand English, and the sight of Harry’s scar makes him gabble with startling excitement. His gloomy voice and apparent language difficulty prove misleading when he speaks English after all.
Description

His face, hair, eyes, build, and other physical features are not described. No physical description is provided for Mr. Oblansk—Obalonsk—.
