First seen · Book 2 · Ch. 17

She perches with the creaky dignity of age, gray feathers ruffled like forgotten storms, her cracked beak snapping judgments. The air around her carries a whiff of liniment and sour resolve, talons busy with odd treasures. There's a frantic tenderness in her grip that belies the sharpness of her gaze.

Miss Quill is an elderly female skyfowl assistant to the magistrate, perched behind a desk gathering beanie babies with wings and talons, her gray-tinged feathers and large cracked, crazed beak like brittle pottery, sour-faced and smelling like Icy Hot. As the Level 30 neighborhood boss, she helps run the city covertly. She perishes in a dynamite explosion, her body buried in debris marked with an X.
