Balwer seems almost to fold himself into his loose cloak, a narrow little figure with a sharp, watchful face. His quick, birdlike movements and dry composure make him easy to overlook—until his attentive presence begins to feel deliberate.

Sebban Balwer first serves Perrin as a secretary, a frail-looking, birdlike man whose unassuming manner conceals a keen professional instinct. He remains in Perrin’s camp and proves a valuable guide through the tangled business of alliances and information. In So Habor, he moves among the city’s narrow streets with Medore and Latian, then returns to Perrin’s tent with the overgrown Tallaenwor and a suggestion of dealings with the Seanchan. His quiet usefulness lies in how much he notices while seeming to take up so little space.

Description

Balwer is a short, bony, slight man, his narrow frame often swallowed by a loose, hooded cloak. His sharp face has a distinctly birdlike cast, and he tends to hunch as he walks with small, quick steps. His plain, inconspicuous appearance is matched by a dry, impassive expression and fussy, birdlike mannerisms. The cloak and his wary, precise movements are his most consistent visual signatures.
